These arts hot spots will be “branded” and serve as pilot programs for future development. Not sure how that’ll work in the long run: if every neighborhood’s an arts hub will any be a destination? But short term, in a context of slashed budgets, it sounds like a lifeline for the chosen first few. The report also calls for a rewrite for the city’s 26-year-old cultural plan.
