Gov. Quinn just announced $1.4 billion in state budget cuts, but not every department will see its budget decreased from last year—the Department of Veterans’ Affairs will see a 12% increase over last year. The department’s budget has grown considerably over the past few years, as cash-strapped states bear some of the burdens of a combined 15 years of war in Iraq and Afghanistan, not to mention aging veterans of prior wars.
